and learners. For that, the whole education sector witnessed a set of Algerian government
decisions concerning the application of a new educational policy, which affected the
outcomes of the students, for English language students of Ammar Thelidji University
from 2020 until 2021. This research work aims to investigate the effects of the government
decisions inside the education sector under the current situation of the pandemic. The
study aims at examining the effectiveness and the impacts of implementing the decisions
of online learning in 2020 and the new educational policy in 2021. It also aims at getting
feedback from English language students since they are the subject of these decisions.
Therefore, an analytical study has been made to show the impacts of using only online
learning on their outcomes. As well as to investigate the inadequacies and the difficulties,
the students are facing through an online questionnaire that was administered to the
students in the academic year 2020/2021. In this research, we use the analytical approach,
which is the most appropriate one in analyzing the government decisions and the students’
outcomes after the use of online learning. This study analyzes the comparison of semesters'
averages of the same year before and after the use of the first decision, which was the
online learning, on the second, third-year license and master one levels in 2020 (as
samples). The participants in the questionnaire are 135 English students from all levels,
divided into 93 females and 42 males. Through our study, we find out that the adaptation
of online learning as a solution by itself did not work, but if it is implemented as a way of
preparing and revising before attending classrooms can help both teachers and students
positively. As seen with the results of the second and third-year levels in 2020 as the
positive side and for master one as the negative side. In addition, the new educational
